Most of those beliefs come from false accusations (dare one say "lies"?) by democrats or radical leftists. They alleged that Bush lied about a Hussein connection. Then they cited as evidence of an alleged lie that Hussein never "had a controlling or planning" connection to 9/11, which of course no Republican or the CIA ever said. But the dems created the false idea that Bush said Hussein was connected in a way that was never said. Having erected a straw man (lie) to defeat, they created an illusion of a lie, which persists in some public quarters for democrats to now cite and footnote. This template is being repeated even today in Kansas where Bush is said to have first caused a tornado, killing 10,000 by some high placed democrat estimates, then denied aid (investigate whether those were black or democrat communities!!). These trickeries are becoming so commonplace as to be transparent to the general public--including the 35% who have been falsely convinced of Bush's complicity in 9/11. This is not a road to electoral success.
