Key provisions

• INDUCEMENTS: Potential builders apply for license entitling them to receive inducements to construct a gas pipeline, including up to $500 million from the state to offset startup costs. Builder must match the state dollars.

• 10-YEAR TAX: State locks in tax for 10 years on gas committed early to the pipeline.

• STATE USE OF GAS: Five sites along the pipeline where Alaskans can hook up and get gas for in-state use.

• LOCAL HIRING: Builder must hire qualified Alaskans, engage in collective bargaining, and have hiring offices in Alaska.

• PERMITS: State promises to issue project permits quickly.
