I understand your point, but taking Paul's entire comments (not just one or two sentences) in context....his point comes across as well.

It is a legitimate question to ask if our choice of foreing policy in the Middle East, and/or the means of its execution, and the focus of it, and the duration of it, and the means by which it is communicated, etc.........have strengthened or weakened us in the World.

"Invited 9/11"? Or could we say instead that the policy followed for the past twenty years (since Reagan pulled out of Lebanon, for example) emboldened elements of Islamic fanatics and increased the U.S's chances of being a target?

All legit questions...and worth considering.
