In my example, the enemy wouldn't be left with enough resources to effectuate payback; they are acquired or whipped. Payback to me implies they can hurt me as much as I can hurt them.

Blowback in business is public relations oriented, playing off consumer awareness, white hat v. black hat, crying to the press stuff.

But its all semantics...I think Paul used a CIA term in much the way the CIA and the Iraq Study Group had intended it to be understood.

Isn't the point that our policies ought to be examined and not just accepted as inevitable? That is what I got from Paul.
