So, doesn't it come back to intent? If I want to harm you, I give you "payback", which implies to me tit for tat, damage for damage given.

Blowback, as I explained, has a different connotation...it may not require harm in return, but can be done to stop an aggresive course of action by the moving party.

So..I do see a potential difference in the terms. Can one be part of the other? Sure. Must they be...no.

For example, if I want you to stop a hostile takeover of my company I get the media to print a whole series of articles on how bad it is that big companies are eating up mom and pop operations. This doesn't hurt you; you will still sell as many widgets as you did before....but the blowback might cause you to change your course of action.

That is my two cents worth, and I think I have answered your question.
