Isn't the important question what we do starting today, and moving forward? (No matter how good the 'hindsight', still can't go back in time and change anything....)

I have no idea what would possibly give you an idea like that. He isn't, (& to my knowledge, never has been), opposed to the clear logic of defending yourself when attacked. :-)

(If attacked, say by a 'non-state actor' like a terrorist group, you hit back HARD at the terrorist group, *and* at any state that is giving them support. Don't see where that perfectly sensible and oft effective after-the-fact response is in any way in conflict with a parallel track goal like... trying to be more clever and effective in achieving strategic aims through national policies....)
