As to the more general idea of "gouging" or just higher prices - knowledgeproblem.com As for retail and pump prices not moving in sync, that really isn't evidence of anything. Both face somewhat independent supply and demand factors. Certainly they are connected, and you wouldn't expect them to move in strongly independent ways for an extended period of time except in unusual circumstances, but in the short run there isn't any reason why they have to follow each other.
