The original resolution supported kicking Saddam out of Kuwait.

It authorized force if Saddam did not leave Kuwait. It didn't include language retracting that authorization the moment Iraqi forces where no longer in Kuwait. Once you go to war, you have to deal with complex realities on the ground. The conflict can be totally settled and ended by a peace agreement. But there was no such agreement in this case. It can be suspended, perhaps indefinitely by a cease fire agreement, but once that agreement is violated there is no need to continue to refrain from combat operations.

All of which doesn't even really matter, because the UN doesn't get a veto on US actions.
