i believe that is true if the power failure is near the tower the receives the signal... i am not sure if another tower picks up the signal. never lost a signal in the decade i have had a cell phone in my house. the towers have battery back up that operate during a power failure no idea how long they are good for.

new orleans towers failed but they had satellite back up for emergency or now have special phones for satellite for next emergency.
