It might be associated with such rendition in many cases, but they are two separate actions. If torture by proxy is a reason for many renditions it isn't the only reason.

If the police where in the habit of abusing people they arrest (and in a number of places they are), you wouldn't condemn the idea of arresting people. You would condemn arresting innocent people, and you would also condemn abusing prisoners whether or not they are there is reasonable cause to arrest them. But you wouldn't, or at least you shouldn't, call for no one to be arrested.
