OK, standard S&P returns on average, gain 10% per year. This has been true over the past 100 years or so.

In the period Bush has been president we are essentially flat. that hasn't happened since Carter. Feel free to disput that, use nonstandard dates or nonstandard indices if you want. The fact is, the S&P has gone nowhere in Bush's entire term.
