It's quite true that Carter made (IMO...) a multitude of policy mistakes, all on his own.

Still, as far as the ECONOMIC tenor of the times, it's also fair to point out that he came at the tail-end of a decade of economic drift and mismanagement and stag-flation (under the Presidencies of Nixon and Ford). (Remember Nixon's crazy wage and price freeze? Remember what the Vietnam War deficits did to our economy? And the years it took to begin the structural adjustments for higher energy cost inputs?)

Even so, given all the above problems, it's STILL INSTRUCTIVE to remember that Carter's four years still averaged out to have *double* the growth in average wages, and *double* the annualized GNP growth that the next eight years under Reagan/Bush averaged....
