I have offered a better definition. An enemy combatant is someone who fights for the other side. Thats a perfect definition. That's precisely what a definition is. Your looking for a methodology to determine who is an enemy combatant and who is not, not a definition. A definition is often one sentence (or even less then a sentence). A full description of a complex methodology can be paragraphs or multiple books. would be a safe assumtion that there are many innocent people being held. Innocent people being held isn't really a definitional matter. If they meet my definition, they aren't innocent.
