Hiring competant people, even if they tell you what you don't want to hear, is the most important job of a leader. Clinton did that in spades. The Clinton team were for the most part the most qualified people in the nation for the jobs they held, the topmost being Robert Rubin and on down. Janet Reno was actually pretty good, even though she was something of a joke at the time.

Bush hires yes-men like bad executives do. He had some top people early on like Colin Powell who told him what he didn't want to hear and they were in effect fired for more yes men. Bush's fiscal team including John Snow was without a doubt the worst fiscal team we have had in my lifetime. EVERYONE was a slacker.

The sole exception now is the new treasury secretary, Hank Paulson. He is top notch, and it shows. Maybe the fact that we finally have a grownup in charge of something in this administration is why the markets can finally rally after 6 years, who knows. I am convinced Dumbya was forced into taking Paulson after the major screwups with the treasury that happened in this admin.
