How about if instead of a tax credit, ALL taxes and fees (sales, registration, etc.) were eliminated on vehicles that averaged 40 or more mpg? I'm sure that would stimulate sales of green cars and encourage manufacturers to produce all sorts of very efficient vehicles.

And of course people that don't own cars should receive the biggest tax credits since they are doing the most to keep America energy dependent as far as gas goes, right? Hell, the government might as well pay people to not own cars.
