The existing "process" to flag taxpayers and the tax they might owe requires the full participation of all financial
systems and w2 EMployers.

How might the government implement a Net tax? What types of
data capture would be required? Which companies would need
to co-operate?

Right now, Google is setting up the procedure manual for the net. The mass net, anyway.

Will there be any organized way to avoid Google protocals and maintain transparency? I think there is. Whoever is using the non-Google rules to continue on the net will perhaps, elude the "big-reporting-system-to-capture-transactions-and-taxes-owed".

When does government reporting become flawed?
