Yes, the principles can apply to private behavior whether it's drugs, sexual activity or whatever. In practice, people can mostly do what they like at home now, even though it's technically "illegal". In the public policy realm, libertarianism's main application would be to stop and question the value of government intrusion and regulation on a case by case basis. But as for government stepping back and not providing oversight to our financial system, our food supply, traffic, our legal system and many other similar undertakings, the idea that they should be scrapped tomorrow is totally absurd. Which is what kept libertarianism a tiny, fringe movement with no hope of achieving political power.
