More on encoders?

Encoders for Mpeg4 are video capture cards made of silicon chips. It takes a video picture and encodes into Mpeg4 codes to be decoded in a Mpeg4 codec.

The video capture cards are generally 352x240 or 704x480 resolution for 64 channels or 32 channels of data. The frames are delivered 30 frames per second.

This is where the encoders might do better, if pixels are fewer. The more pixels processed, the harder it is to comply to a fixed decoder. So, the solution is to use baseline profile decoded then zoom to high profile which can be a linear zoom ratio.
