If he had conceded relatively quickly, then spent the next few years working for voting reform, he most likely could have been elected Pres in 2004. Not that that would have done us much good. IMO, it is far better to have Bush in for hobbled term II and let him clean up his own messes. Much more therapeutic long term for American voters I think.
