I recall that particular stupidity coming from consultants at McKinsey & Co.

You can't blame all management ignorance on the existence of governments. During the same period of time McKinsey & Co convinced Sears to diversify into the financial services business - with equally disastrous results.

Many of these governments are run by the very same ignorant business executives. People like Don Rumsfeld who have left a wake of disaster in both business and government.

Companies which become involved in businesses they are wholly unfamiliar with usually produce equally disastrous results, the mysterious synergies never appear and even when they do they are overwhelmed by the losses caused by general ignorance.

Unlike Exxon, Mobil and Sears, Chevron ignored the advice of McKinsey consultants to get into businesses they knew nothing about. Chevron's farming and real estate development, businesses developed naturally over time as a result of their ownership of depleted oil fields. Not everyone succumbs to the spell of idiocy.
