There's an enormous difference between corporations and the Federal government.

There is no need to value the government as a function of future cash flows and earnings since any takeover will be by military, or political, rather than financial, means. Once you estimate future inputs and outputs for any future year there is no utility in further mixing those numbers into some aggregation or another,

Nobody can sue the government if it fails to keep any promises and it can merely print new money if necessary. No sensible person believes anything the government says anyway.
