What is handed off? Iraq owns the oil fields and the oil. American oil companies have the contract to develop and drill. Enron was primarily an accounting scandal. Debt was handed off to entities created just to hold the debt so it could be removed from Enron's books, and make Enron's financial statements look better. But the debt should have been retained on Enron's books because Enron remained liable for it. I fail to see any connection between that issue and the issue we are discussing.
