Bush could have stopped 9-11 with one phonecall. And you know it. But he didn't make one phonecall. Not a single one. Even after the most dire warning imaginable. Several warnings in fact. He did nothing. He was AWOL on terrorism, just like he is AWOL as a commander in chief and a defender of liberty. He is a total failure and Cheney is even worse.
