An insignificant level is a matter of opinion. But certainly we aren't there now.

Perhaps insignificant isn't the best word, "manageable by the Iraqis" would be enough. If the death toll among Iraqis where significantly less, and if there where no need for deployment of US forces to contain the situation, that would be enough for our purposes.
