That is because counter-insurgency can only work when there is a real, credible government backing up the military forces trying to win the counter-insurgency campaign

Governments can take time to gain sufficient credibility. South Korea's government wasn't very credible in 1950. South Vietnam's was less so, but only fell to foreign invasion not to internal insurgency.

Edit - (Yes South Korea did have something of an insurgency, even if it never amounted to all that much and the main threat was an invasion from the North)

None of which means that the effort in Iraq is destined for success. It is quite possible that it will fail. But the arguments that go beyond "it could fail" or "it is going badly" to "its destined to fail no matter what", are rather weak, at least the arguments in this article are.
