You are mistaken. The definition of a double standard has to do with principles of moral right and wrong.

Websters: Double Standard" a set of principles that applies differently and usually more rigorously to one group of people or circumstances than to another; especially : a code of morals that applies more severe standards of sexual behavior to women than to men "

The principle here is that each sovereign country has the right to decide for itself whether or not to attack another under conditions that they deem responsible. Having made the decision each country has the responsibility to live with the consequences. It is a given that each condition and consequence will be unique and not likely equal.
