could you imagine Stalin giving an order to his commanders in Stalingrad to ALLOW a Nazi air evacuation of their leadership OUT of Stalingrad? Bad example. We wouldn't pattern our actions after Stalin. More importantly the airlift clearly allowed Pakistani agents to leave the country, but the Pakistani agents where (at least officially, if not always in fact) our allies.
