I'm showing why there is no real double standard.

The fact that some people (or countries) are more capable of meeting a standard, or otherwise less hindered by the standard, doesn't mean two standards are being applied.

Getting back to the original terms of military confrontation, Costa Rica has the same rights to use its power in its national interests as the US. The fact that it has no military power (it doesn't have a standing military), and has far less economic and political power, doesn't mean a different standard is being applied to it.
