HOWEVER I do believe that --- contrary to much of the 'spin' that has been put forth, by Pakistan, and by some others --- it remains the OFFICIAL NATIONAL POLICY


Well maybe 100% is asking for too much, but it would have to be either officially announced, or established beyond reasonable doubt in some other way.

Nazi Germany was directly waging violent, active and officially escalated war against the British in WWII. Lower level conflicts and proxy conflicts don't always demand the same type of responses. If we had conquered some Soviet client state during the cold war, we would probably have let the Soviet advisors leave, even if they where still our opponents. At the very most Pakistan is waging a low level proxy fight against us, and that is your personal opinion, not something established beyond reasonable doubt.
