You got it. The "norm" is higher but the highest is lower than it's ever been.

Of course we can't mention they have lowered the difficulty of the measurement tests now can we? Use to be an "A" was 95-100 when I was in school. I think now you can get an A just for showing up and not knocking up the teacher...
