North Korea has lot's of 'official' words spewing forth from it's official press organs --- but I don't think many sane people would view them as much more then self-serving propaganda and head-fakes... more useful as contrary indicators for what is really going on then anything else. Same here.... "At the very most Pakistan is waging a low level proxy fight against us, and that is your personal opinion, not something established beyond reasonable doubt." IGNORE 'my opinion'! (You don't know me, so why should you assign any particular credence to my assessments?) But it is also the conclusion draw by NUMEROUS credible Western Intelligence Services (the CIA, British Intel, Stratfor, etc., etc.) as I have already pointed out. Pakistan believes it is in it's strategic interest to control a 'puppet' Sunni/Pustun/Taliban State on it's Western border, to buffer itself from Shiite/Persian influence, and to free it's fairly limited military potential to face up to the much larger strategic and military risk posed by India/Hindus on it's Eastern front.... It also finds it is able to 'usefully' deploy Extremist Islamicist fighters (aided indirectly by financing from the fellow Sunni State Saudi Arabia) in a two-fold means: extending it's influence in Afghanistan, and fighting against India in Kashmir. (This is WHY it created the Taliban previously... and it's why it still supports that modality today....)
