Loading/off Loading at VAFB is marginal at best. Systemic dense fog, high wave action, very strong currents are just a few problems. The southern area(aka "Boathouse") is feasible but directly underneath the launching flight path of missile launches. It, too has very dense fog much of the year. To gain access to the Boathouse area, major dredging would have to occur. For offshore loading, the ships would then be out away from the lee shore protected area and back in the high waves/currents.

Channel Islands make much more sense because they are more removed from population areas, and also obviate the need for LNG tankers to move through the packed shipping channel between the Islands and Santa Barbara. Hard to imagine a better suited area than one of the unpopulated Channel Islands.
