Good point about the weather at VAFB. I included it because it is big, isolated, and already adapted to things going boom (rockets that fail after ignition) It is pretty much a LONG way from anybody's back yard, too.

Channel islands are great, except a pipeline needs to be built, and that's another big cost.

Might be able to bring the pipelines ashore at Point Magu Naval Air Station, which is near various oil facilities, is federally owned, and again has a security force in place already.

The US needs to go around the NIMBYs somehow.
