idrc.ca Ralph Emerson asked me to post this on the thread. I have not read it yet, but quickly looked at the title. It is about mining and who benefits? I was going to say I had not "perused" it yet, except that word means exactly the opposite of how it is used by 99% of the people-lol. Preclude and myriad are the other two words most misused-lol. Koan, the english teacher-lol.
