I think, I personally know the corp of engineers who studied this matter.

They are super professional, and not green or brown, and I have always found them competent and unbiased. Over the years I have sold as much land as anyone in my community and have had to use them many times because we have so much potential wet lands which I needed them to categorize.

Also we have massive hydrostatic rebound, so wet lands is constantly changing to uplands as the earth rises as the glaciers recede. 150 years, or so ago (when John Muir visted us) much of southeast alaska was covered with heavy amounts of ice. Most of it is gone now except for the glaciers and they are receding very fast.
