Seems like a strange challenge to me. Even combined their market share is very small. Here in Florida there is no way they could possibly be a threat to Publix, I doubt they could even capture 10% of the market.

If the government is going to play that way they should prevent chains with huge market share from offering the same kinds of products, it is a heads we win tails you lose approach that they are taking. Imo the big chains are behind it.
