"I would have intelligent people engage in rational discussion that addresses the complexity, rather than engage in partisan slams against their competition for public office."

The slams will never stop. As long as people disagree, they will try to charicaturize their enemy as something less than good.

"I would have intelligent people hold the government accountable, so that national strategic interests work in harmony with the national interest in principles of liberty."

What if they disagree. Which is more important?

"raise the bar of ethical discourse and eliminate partisan bashing, as doing otherwise emboldens the enemies of America's strategic and principle interests."

That may sound good but it will never happen. This country was founded on the principle of division of power, so that concentration of power would be harder to come by. As such conflict is built in to our system.
