I'd think the European Union has more influence over Turkey than does the US. Were I the US president I'd make sure those diplomatic channels were fully open. Of course, the US likely has more influence over the Kurds but the problem here is that Bush is incompetent ... absolutely, completely and utterly incompetent!!!
