It won't be any less safe than without the test. Without any testing, everything is "negative". No test can make it worse than that.

Without a test, everything is "unknown". If its "unknown" then its better to treat everything with great care. But if you think its safe because a test says it is, then you might not be nearly so careful. Someone telling you that something is safe, when it is not, can put you in danger.

But, as I've already stated I don't support the administrations policy here. It imposes command and control by the government instead of giving people and corporations the freedom to find their own solutions. Also there is the point that you can't destroy BSE contamination by careful cooking (if you cook it enough to break down the BSE protein you cook it enough to break down the other proteins, basically you have to burn it until it inedible.
