I mean that is the only way it could be proven.

I could give you a list that many people think were false flag operations and then you could say "prove it", so instead I am going to attack your premise, the one that says that we could ever effectively prove a false flag operation was ever done. Because it goes to the intent of the people involved, the only way to prove it would be to get a confession.

Unfortunately we don't live in a Perry Mason show where the guilty person confesses at the end of the show.
