How many Northern states couldn't blacks vote in by 1870? While there northern states certainly weren't free of racism (especially after 1890), and the Republicans did enrich corporations, the Republicans did legitimately help blacks in the South during Reconstruction. Granted, that lasted all of 15 years before the North went overwhelmingly racist again too, but, the actions the U.S. took against racism in the South during Reconstruction, even the not-so-noble ones, were certainly much better than the racist ones the South took in defense of their racist policies during the same period.
