Say they saw that plan didn't work and they weren't caught. You think they might learn to do more study and planning before trying again? Or would they just say "Oh, well, we can't do anything" and walk away? Or learn nothing and try the same failed attack again?

If we aren't paying the federal police forces to intercept plots like this, what ARE we paying for? Can you think of any higher priority? (Actually, there might be be a few, but I'd say the number is pretty limited.)
