Really hard. DC is over 200 years old. Rome wasn't built in a day, you know.

Hardest part is to get people in control who are willing to do something about it. Which hasn't happened since '94. One little by-product of last Nov.

Now they have to do it with every piece of federal property, and the entire civilian motor pool. Military already is trying to do something, I think.
