not one addresses the issue of the distinct lack of evidence for this problem

Have you read any of Capers Jones <http://www.spr.com> materials. Not so much on Y2K, but more specifically on project management issues?

Surely it comes as no surprise that that "large" projects are delivered late, over budget & lacking functionality.

Have you ever been on a project that came in on time, on budget & with the initially promised functionality?
