To the extent there is any goring going on, its being done mostly by the federal government (but also to an extent the states). If someone is being gored I'd say its the tax payer."

From the point-of-view of ACCOUNTING --- I'd want to see a COMPREHENSIVE assessment of inputs and outlays, profits and losses to the system, before I'd be able to have an opinion about the financial impacts. (Piecemeal claims are just that: fragmentary parts of the greater whole.)

Exactly.

Most likely some do, and perhaps some don't, but the devil is in the details. Surely many costs are disproportionately born by border states and such, compared to states where quantitatively there are lesser numbers of illegal immigrants, but that tells us nothing about the bottom line financial impact on the nation as a whole.
