It wouldn't be a pure subsidy, it would be close (+/-) to revenue neutral. And as a percentage of purchase price, it would be right there with taxes on cigarettes, liquor and other "sin taxes". It's not a massive new subsidy, it's a shifting of the burden.

It's not much different than heavily sales taxing cigarettes so that you don't have to have a sales tax on food.
