where is it going to happen. didn't ca. try it and gov got tar and feathered. try to take on civil service employees , there organization are the ones who support those in the state house. they do the organization from door to door, to plants, unions, teachers , state employees, city , towns, etc etc. the state representatives are scared stiff to fight them and will not.. plus they keep giving out more jobs or creating more jobs to take care of those who worked on getting them in office. No idea what it will take.. but what ever it will not happen until it hurts so much you just cannot carry these civil service jobs any longer. Oh, most have cost of living increases built into their retirements. states do not tax their pensions, some have health care paid for.
