Manage on an output basis - Most of the time, if a task can be done by telecommuting, it can be offshored.

All sorts of things are being done electronically at a distance.
Tax returns, tutoring, kitchen design, graphic design etc.

Big incentive is to save money, not just avoid commuting.

There's another issue. Even if only 5% of your job requires some complex coordination with several (not one or two) people, you will need to be in pretty much the same place as those people most of the time.

If the work goes through a fixed cycle every time, telecommuting might work, but usually things change enough ever year to make this difficult.
