"Immigration began spiraling out of control with the advent of bilingual education starting in the 60s" It was before that. The bilingual stuff was a reaction to a problem that already existed. It started with the "Bracero" program in WWII, our first attempt at a "guest worker" program to make up for the lack of manpower here in the US because of the war. Large numbers of Mexicans discovered they could make ten times what they could at home in el Norte, returned and spread the word. Employers discovered they could pay half what an American cost and get a harder worker who couldn't demand more pay or complain, and the cheap labor Republican was born. W is from Texas, and knows how many of his buddies there get their wealth from exploiting the cheap labor of the Mexicans that flood across the border. en.wikipedia.org Before that, mostly Americans did all the work there was to do.
