The design for next generation ipTV set-top boxes must start immediately, knowing the digital TV signal problems of ghosts and data compression of Mpeg4/h.264(mobile only suitable) and HDTV data compression of broadcasting camera encoders.

The situation is probably targeting the cisco set-top box for upgrading. Direct replacement on rf cables. It needs power and media storage solution in the new set-top box design, to handle firmware upgrade on the fly for new decoder fixes. To be able to handle QAM and DWDM multiplexer segmented signals.

The problems is not thinking of low cost substitute, rather a powerful solution for years to come. Yearly subscription can absorb early investment of a good ipTV set-top box.

Encoders must have signal correction(resend packets in slow motion or different codecs) or substitution capability(vod) using fuzzy logic. Decoders can be standardized to handle fixed mathematical conversion or repeated words library table conversion.
